Came across this and had this same issue with a friend's PC when updating it from eight.1 to 10.  Looked at log files created past the upgrade tool and narrowed it do a registry key that was missing.  For any reasons the rights for HKLM\Software\Arrangement\Setup were a bit messed up.  The tool wasn't able to create the Volatile key under HKLM\Software\System\Setup\MoSetup.  I had to prepare the permissions for the Setup so the local admin had full rights to it and then create the Volatile fundamental.  Once the Volatile key was created, the upgrade tool was able to continue.  But before that, I deleted the whole Setup key expecting that the upgrade tool would have been able to recreate whatsoever was required but information technology still had issue with the Volatile key.... go figure.
